[NLRS] New 10 GHz spot on North Shore

Maybe this is old news to the 10 GHz people, but it looks like there might be
access to a good spot under construction.

There's been a tunnel under Silver Cliff (a few miles north of Two Harbors)
for the past several years.  Prior to that, the highway was carved into the
side of the cliff, and I do recall that it was a good VHF spot--for a few
seconds, IIRC, you could hit a 2M repeater in Michigan with a handheld. 
Unfortunately, the road was just wide enough for two lanes of white knuckle
driving, and there was no way to stop there.

We were up there yesterday, and we noticed that they were building a parking
lot on the north side of the tunnel, with a pedestrian path leading down the
old highway.  It looked like most of the construction was completed, so my
guess is that there should be access to this spot later this year.  I haven't
looked at a map, but I'm guessing it would provide a good path to most of the
south shore.
