[NLRS] May 21 AM rain scatter discussion

NWS is calling for lots of rain today with most of the severe action just
south of the Twin Cities.    Flood watch for SE MN.    Sat. & Sunday are
much the same with again most of the action to the south of the Twin
Cities.     I plan to be on for the NLRS 10 GHz net tonight at 6:00
assuming it isn't raining cats & dogs (do they scatter ?) .... if it is
raining I may try from my garage aiming up.
