[NLRS] QRM on 146.55?

Has anyone noticed a signal on 146.55 recently? I don't think it was there
before, but I've noticed it over that past week or so driving on 35E between
Eagan and St. Paul.
It could just be unavoidable intermod, but I'm wondering if it's actually
something radiating on that frequency. I haven't paid a lot of attention to
it, but it sounds like something vaguely digital. It comes on for a few
seconds, and sounds like 60 cycle hum, but the frequency changes abruptly
every few seconds (that is, it jumps from 59 Hz to 61 Hz or whatever). Just
wondering if anyone else has heard it. If so, I'll pay more attention.
Also, the questions on the reflector--QTH.net had some major problems in the
last week or so, so that might explain abrupt changes in settings. The QRP-L
list was down completely for a while, and everyone got re-subscribed with new
passwords, etc.
