[NLRS] Weekend 10GHz rainscatter outlook

As of Friday morning, based on the NWS forecast & discussion, there may be
at least two rain scatter opportunities this weekend.   The first one looks
to be late Sat., perhaps into Sat. night while the second one is Sunday
afternoon.    While both may include hail, the Sunday afternoon event
appears to be the more significant of the two.    Both of these events will
be in and around the southern MN, western WI, IA areas so it does not look
as favorable for the long northern paths as it does for any path to the
southwest through east.   There may also be an opportunity this evening.
