Hi Mike,

It sounds like you were experiencing late morning tropo 
enhancement and that it decreased as time passed.
It may be worthwhile to try earlier in the morning.
When working the paths across Superior we have
found that there is a drop in signal strength around midday.
Then signal strength improves in the afternoon. The guys
in Colorado have found the same thing. I think you were
a little early in the day for this to have been the problem.

Look up the info on Fresnel zones in the ARRL UHF/Microwave
Handbook. The nearby obstructions may actually be
blocking the signals. On the other hand if you don't have
enough Fresnel zone clearance even an optically clear
path may be degraded for RF. 

If you have a tropo scatter path, a midpath obstruction
would have to be up in the tropo scatter zone if it is going
to be a problem.
