This prompted my memory.  I had the same problem trying to set the
ALC drive for a DEM 222-28 -- I didn't have a 10m wattmeter that
was accurate/meaningful at such low drive levels.  Are there such
things available for a reasonable price?  Alternatively, are there
any mods out there for existing wattmeters to do this job?

I suppose I now have an oscilloscope, which I lacked before, which
will do the job if I connect a 50 ohm load across the RF output. But
having an "appliance" that would do the job would be preferable in
my opinion, particularly if I could leave it in-line.
