[NLRS] MNQP

How are we coming on plans for MNQP ? I was thinking of
a possible Rover in counties around home. This would be
Olmsted, Winona, Wabasha, Goodhue, Rice, Steele, Dodge,
Mower, and Fillmore. I can do 6, 2, 432, and 1296. Are
there going to be operators in Henn, Ramsey, and Dakota
enough to make it worthwhile ? I was thinking 9 AM to
3 PM. Does this conflict or duplicate other plans ?
Would fewer counties be worthwhile ?
