  To All
  The ARRL Board of Directors voted overwhelmingly in it's meeting of =
Jan 16 to ask the FCC to create 3 license classes a new entry
  level with some HF no code privileges,  a General rolling in the Tech, =
Tech plus into the general class with no code full HF
  privileges, and an Extra class with 5 WPM code.   Present Techs & =
Tech+ would not have to take any additional tests.
