[NLRS] Contesting change proposal

Jon -- NLRS has distinguished itself as a cutting edge leadership 
organization in many areas; the microwaves in particular.  The club's efforts at 
developing 10 GHz in particular makes IMHO, a club comment about the UHF Contest and 
the 10GHz important.

NLRS has generated activity that has helped to develop 10GHz+ understanding.  
This activity has been held outside of contest time and has not been solely 
for the benefit of contesters.  Pat and I would love to be a part of these 
efforts, and maybe we will be one of these days.

I think that the NLRS voice should be heard.  73, Tim K0PG
