Oops ! My bad.
Actually, the wording is bad, but the idea is the same. The rules actually say:

2.3.3.Rover vehicles must transport all the equipment, power supplies, and antennas used at each operating site.
Where TRANSPORT is the correct term/wording, and not the USE that I used in my post. Good catch, Chris. Obviously, this includes the _use_ of a backup radio, etc., where my post's wording didn't.
I also found this rule (below) with regard to the CLub Competition, should Kris be interested in submitting as a part of NLRS (and is a member, of course!):

6.5. Rovers who submit scores for the club competition must submit a second summary sheet indicating QSOs and score if they make any contacts from outside of the club territory. Indicate clearly on the summary sheet and in log if the log is the total entry or that portion to be counted for the club score.
PLEASE NOTE THAT THE NLRS SERVICE AREA INCLUDES BRAINARD AND OWATONNA, AS WELL AS ALL THE TERRITORY IN BETWEEN. The center of our Service Area is at Winstead, MN; approx. 3 miles SW of the EN24/EN35 grid corner (45N 94W).
