[NLRS] Resend : BPL

I believe the BPL in rochester is in test phase.  The company
trying to do this is HBCI in Winona MN.  They seem to be ham
friendly.   I would call them and ask where the test area is and
whether it is operational.  It definately is not the whole city of
Rochester, yet.  By the way, I have been told that the company is
in contact with Rochester hams.   I will not vouch for the validity of
these claims but WB0NIU (Erik Brom) in Winona has had conversations
with the management of the company.
