Last year, those of us who went to the UP had to deal with this very issue.
I asked Dan at that time and the ruling that I remember was "file in
whichever section you made the most QSO's" (not the most points--but that is
another possible interpretation).  Yet another interpretation is "whereever
you want :-)"

Last year, I had a pretty good day in 0 land here in the cities, two good
days in the UP (8 land) and one fun but low scoring day in 9-land.  This
year, it was just 8 land and 9 land.  My full report on the second weekend
should follow tonight.
