[NLRS] Sept VHF contest

As far as the plans go, I will be back down in EN43 (I
think "gm" for the 6 digits) outside Eitzen, MN again.
 Same bands, but I may have some extra "help" and such
this time around for power.  anyhoo, I will let
everyone know the lowdown as it gets closer. 

     6-meter through 1296 (no 903 yet)
