[NLRS] surplus satellite dish still available in winona mn

Not sure but such a dish could form the backbone for a radio telescope.   
Check out the SETI League home page at http://www.setileague.org/ for using such 
a dish for Project Argus.   Someone who is looking for a project could learn a 
bit, have some fun, and who knows, become a bit famous.
