[NLRS] NLRS donation to ARRLs defense fund

Based on the "urging" of a not-to-be-named EN35 NLRS member who recently 
obtained 6M DXCC, I am going to end the club voting regarding the motion to donate 
$100 of club funds to the ARRLs broadband over powerline defense fund.

I have received 31 Yes votes and 0 No votes on the motion.   I had indicated 
that I wanted to achieve a simple club majority .... Rich tells me that we 
have 73 members so 37 yes votes would be needed .... I'm six short.   

I could pick up the fone and contact six more members.   On the other hand 
our club by-laws define a quorum as 1/3 of current members and that a simple 
majority of a quorum can decide club business.   Under this definition we would 
need at least 25 votes (a quorum) where 13 votes would decide the motion.

Given that we are 31 Yes votes to 0 No votes, only 6 votes shy of a simple 
club majority, but well over the by-law requirements to conduct club business, 
the declare that the motion has carried.

Rich, please send $100 to the ARRL's broadband over power line defense fund 
in the clubs name.   Please note that there are several funds so please 
indicate that it is for broadband over power line defense fund    The League does
