[NLRS] Update on NLRS sponsorship on contest plaque

Regarding our clubs desire to sponsor an ARRL VHF contest plaque, I've had a 
couple of email exchanges with the League.   The information that I've 
received indicated that the Leagues VHF/UHF Study Committee is currently discussing 
expansion/changes in the plaque program and I had one recommendation that we 
wait for the Committee and the Leagues MSC to make a final decision.   It is not 
clear to me if we can fund an "old plaque" or if we will have to wait until 
this discussion runs its course and we can then fund a "new plaque".   I will 
keep the club updated.
