[NLRS] Band sweep

The band sweep can also be a big help up in the microwave region as one
often doesn't know where the other station is going to show
up--especially on 10 and 24 GHZ where the transverters are mounted out
in the cold January air. This can make running the bands with a 10- or
11-band rover much more efficient once the antennas are peaked up, and
I'm sure the rovers appreciated not having to be out of the car any
longer than necessary! It will be hard to see and EME-level signal on
the scope, but one still has ears for that. I think we made a couple
random Q's on 903 and 1296 because we saw someone else up the band while
we were running someone else through. The scope doesn't tell you the
difference between the DX and your neighbors cordless on 903, however.
