[NLRS] Web page updates

I updated the NLRS web pages with the current standings in the
States Above 50 MHz Contest as per Jon's recent update to the
mail reflector.

I also made up an initial page with the rover schedules as I
know them for the January VHF Sweepstakes.  This can be found

I give you the home page anchor address instead of the direct
link to the schedule page itself, because on the home page at
the above URL, you will also find some links to grid maps of
the surrounding 30 Maidenhead Grid Squares that I created with
Delorme's Topo USA 4.0 program.  Note that the concentric
circles at 25 mile intervals are centered on the middle of
the EN34/EN35 border in the middle of the Twin Cities metro
area, **NOT** centered on our "service area".
