Need not necessarily be a ham band; loopers were/are, I believe, also made
for bands inbetween 1296 and 2304 (e.g. 1691 MHz. which would about right
for a 2.5" element).

On my way out of the house, I went down an measured the loops on my Rover
LPYs: (wasn't dressed to go outside when I did my earlier post).
           902/903   1296    2304
Reflector  ~4.5"     ~3"    ~1.75"
Last 
director   ~3.625"  ~2.25"  ~1.25"

Yours measures ~2.5", so I'd guess its a 1296 antenna.  Its would also be
shorter than the ones I have (33 elelement): if its the last director, its
larger in diameter, hence fewer elements.
