I encourage everyone to file comments with the FCC (they're due by someti=

and clicking on "Submit a Filing."  The form looks a bit intimidating, bu=

it's quite easy to make your voice heard.  You will need to enter the
proceeding number, 03-104, in box 1, and then add your contact informatio=
n. =

You can either type your comments in plain text right into the web browse=
r, or
you can upload files in various formats.  I did mine in Microsoft Word fo=
rmat
using WordPad, and it came out looking just fine.
