[NLRS] More on BPL

Check out the newest information on BPL at the web address below ... its a 
link to an article by the ARRL.   Make sure that you also check out the six 
minute movie .... its shows how very significant the interference from BPL is in 
terms of signal strength (stong), frequency diversity (its basically 
everywhere), and spatial diversity (watch them drive around while it has no affect on 
the received signal).   Very scare stuff.
