[NLRS] 2m Es missed de KA0RYT

Around 0008 UTC on the 15th, I worked K4RTS (FM08, Virginia) on 2m.  I
heard a few other partial calls, but wasn't able to work anyone else
until 0116, when I worked K4ZOO (FM08), K9OYD (FM19) and KN4SM (FM16).
I heard some partial calls from other stations, but signals were rapidly
dropping in and out and I was not able to work any others.
