[NLRS] Weird MSP Radar plot. What is this?

The NWS seems to have the radar set for its most sensitive clear air
mode, notice the red is color is only +8 dBz. A good thunderstorm can do
+60 to +70, hail a few more dBz, 0 dBz usually is just a damp cloud, not
any precip, -20 dBz is winter's dryest light snow.
That one read and yellow spike to the NW that goes to the limit is sun
noise as the sun was in the antenna pattern right at sunset.
For a more normal (we try for precip only but sometimes allow anomalous
propagation to sneak in but I'm working on that) display look at

Minneapolis zip code in place of my zipcode. This page will also go to a
