[NLRS] NLRS Reflector Funding

A long message chain, and a good one.  Well done, Guys.
Last year at Aurora we took up our usual collection, and NLRS itself
authorized  adirect contribution.  I don't remember the amount.

Regarding general expenditure of NLRS funds, Rich, N0HJZ, has voluntered to
lead a discussion at this year's Aurora.  I'm putting words in his mouth at
this point, but I'd suggest we need a budget: what's our projected income,
what are our expenses, what would we like to spend available surplus on ?
I'm pretty sure that the Constitution/ByLaws are OK with anything that
"promotes" radio, etc.
