OK, Paul brings up some good points. I was confused by the club
competition requirements versus the definition of who is a NLRS member
..... the two can be different, I was thinking that they need to be the
same. Wrong.
How about this:
Change # 1. For NLRS membership, the requirement is that you have to pay
your yearly dues and the dues need to be accepted by the Club. Basically,
a business transaction ..... you want to be a member and the Club accepts
you. No meetings required, etc.
Change #2. For our service area (for club aggregate scoring for contests
only), I do like the idea of having a definition on file should we be
challenged, but, I also like the ability to be flexible for any special
occasion that may arise. So, how about we go with Donn's wording for the
club center (radius 175 miles, etc), but add a sentence that states ".....
unless otherwise defined by the Club Officers". This gives us an
understanding of what our club center is but allows us the flexibility to
handle special instances with little or no pain.

Regarding the proposed changes in membership requirements:

Based upon what I am hearing, NLRS would be at a disadvantage to other
contest clubs in requiring in-person meetings to maintain membership. MWA
is considering some kind of smorgasboard of options, including in-person
meetings, on-air meetings, contest log submissions, involvement in club
management (reflector, web, officers, Aurora, etc), even participation in
reflector discussion. I am sure some of the big eastern clubs will go even
easier. This is not to say that NLRS should adopt the lowest common
denominator, but since these requirements are purely for the purpose of
establishing eligibility for the ARRL contests, we should pay attention to
what our competitors are doing.
>Service Area - The Service Area of the Northern Lights Radio Society shall
be a
175-mi radius circle, centered at 45 degrees North by 94 degrees West, or
approximately 3 statute miles NE of the town of Winstead, MN.
The new change in the rules would allow us to use all of Minnesota rather
than a circle (not smart!). I do not believe they require us to specify
our circle any more formally than they did before. (I'm pretty sure that
it is even okay to adjust the circle from contest to contest, so long as
all the submissions from a given contest meet the requirement.) At any
rate, the last thing we need to do is carve the circle in stone and require
a vote at the annual meeting to change it. Also, the wording makes it
appear that we do not welcome members from outside the 'contest service
area', which is certainly not the case. I would recommend not changing the
non-existing current language.
