I'm off topic, I admit, but I wonder if anyone can think of a reason for
this rule? I cannot see where moving anywhere within any given state
could give anyone much of an advantage over anyone else who stayed put.
In the Northeast, where the states are bunched up, moving anywhere
within a state wouldn't really help all that much because one couldn't
move very far. And out West, where one could move a great distance, one
couldn't get nearer to very many other states so that wouldn't help much
either.

However, in spite of the above, I think using the same rule for States
Above as for WAS is a good idea even if the WAS rule seems to be a bit
arcane. What it has going for it is that it has been around for a very
long time.

Now when we get to VUCC on microwaves, things are quite different
because a little grid corner work with a friend or two could really help
where the necessary grid total is small.
