Ok, if I read it right, your saying that without any thing connected to the coax (antenna, dummy load, etc.) you have the noise?

Is the shield soldered through each hole on the PL-259's?  Or where they put on the lazy man method, I have seen many Pl-259's installed by folding the shield back and screwing the PL-259 on over top of it.  It makes a connection, but not a good one over time, especially if exposed to the weather and its a good way of letting water into your coax.  Another thing to watch out for is the Radio Shack cables, they use a crimp on PL-259 that has a tapered center pin, the pin doesn't always make good contact.

Just my two cents worth.
