[NLRS] December tropo & E's

6m's has been popping a little bit in the last day or two .... perhaps a
good sign for the December E's season.

Also, with this warm advection that is moving into place today & tomorrow,
tropo conditions are up a bit, especially on a north/south line ahead of
the cool front that will be coming in later in the day tomorrow.   The
144.289 beacon was nearly "summer quality" copy on my halo driving in to
work this morning.
