[NLRS] Rain Scatter

Here's a site that talks about rainscatter on 10GHz, for anyone who's
interested.  I found a recording of a 10GHz rainscatter signal there also,
for anyone who wants to hear one.  Sounds like fun.

I'm looking to get into 10 GHz narrowband when I move to Rochester, NY.
Any advice on how to get started would be appreciated.
