[NLRS] wierd noise - update

A while back I posted that I was getting wierd SSB desense pulsing noise,
and also on FM it was showing a positive s-meter indication.  After much
chasing noise, I concluded that it was actually rig interanal in the KW
TR-751.

Well the rig is back: per the repair report - some electroytic caps in the
rig were leaky causing period failure of th -6v supply, which in turn
causing the ALC to pump.
