[NLRS] NLRS Web page updates

I updated the NLRS web page with some information on the Spring
Sprints as provided by Jon (with more to come, probably).  Remember
that the first one is tomorrow as I write this, i.e. MONDAY APRIL 1.
I'm *hoping* to make it into the 2 meter Sprint myself, but the
situation here is still touch-and-go.

I made numerous other changes to the pages.  The biggest change is
the addition of a block of hyperlinks near the top of the page that
can quickly bring you to a particular section of the NLRS home
page.  These hyperlinks also serve as an "outline" or "table of
contents" to the rest of the main page.
