[NJARC] Long Reach Nipper tool

Check E-bay for: "dual-pivot diagonal pliers"

Other possibilities:  "wire-cutting surgical scissors" or even "biopsy 
forceps"  while not intended to cut wire, I have a pair of these that 
I've used occasionally to reach deep into radios, and bite off a cap.
