[NJARC] Philco 39-45 Output Transformer

I'm having a problem with a Philco 39-45 Output Transformer.  With no tubes in, using an audio generator or VOM, I can get a test signal through one side, but not the other. This is from the plate of one of the 42's to grid.  It won't work on the the other side.  The grid is the center tap.  I should hear a signal though both sides, correct?  When I power it up I get no audio or hum at all.


 Am I missing something, or is this transformer not working correctly?  The schematic is attached.
