[NJARC] Philco Repair Bench website changed

Chuck Schwark's Philco Repair Bench site has been changed and the reference information is not longer available.  If someone comes up with an alternate, please let me know.  Of course there is the Philco Phorum and  Ron Ramirez, but Chuck's site was also a good asset.
