Well, you are asking the right questions, and therefore evidently narrowed
your search. I too have seen the photo often and wondered. It of course
looks military, and to me like French, German, Austrian, Hungarian by the
uniform. I cannot read the writing, but, the few letters look French to me.
Of course, as you know, the tubes are typical  European style of the early
'20s. Sorry, it appears I did not help at all. 73 - Mike
