For the explanation which mostly runs over my head but sounds persuasive,
and especially for noting that Hedy, and George Antheil, used a player
piano roll as part of their system for radio-guided torpedoes. Lamarr's
approach was certainly brilliant, Antheil's implementation a little less
so; in any case the USN dismissed it as impractical. That's not a bad idea
given how hard it was for RCA and the Army Air Force and USN to develop
TV-guided missiles, and how hard it would be for a submarine to know where
to guide a torpedo in real time when it's trying to avoid detection.
