[NJARC] Help with Power Supply problem

I have a Kenwood DC Switching PS Model KPS-15.  It is based  on a Samlex PS 
Model SEC-1212.  The problem is it is blowing the  NTC1.  The schematic 
calls for a NTC2.  I'm guess this is an  improvement.  
 
    I'm not knowledgeable enough to attempt to fix  this.  I can't seem to 
find any grounding problem.  Does anyone want  to venture an opinion on what 
to look for?  I can bring it Friday night to  the meeting for more eyes to 
see it if that would help.
