Hello Steve,
Sorry to say if it's still humming it may be a bad bypass cap and may be necessary to replace ALL the old paper and electrolytic capacitors! It could also be a faulty ground connection somewhere but we won't go there at the present time. My bet is a bad paper cap.
The electrolytics should all be rated at 450VDC
The funky powder that came out of the electrolytics is hazardous to your health! No rolling it up to smoke, OK?
Regarding chassis funk, I like my Harbor Freight $8 Dremel tool for the job.
That Philco 116X is a terrific set you have and hope you enjoy it.

Hi all:
Got my 116X working all bands.
Also got a hum that's seems a rather loud...replaced the filter caps...it is
not noticeable when I pick up a station...
Is this to be expected?
What voltage rating should the filter caps be?
Also...have seen both 80 and 5Z3 in similar models...I believe the 5Z3 is
the better tube to handle the current...please advise.
And..what can I do to - adjustment wise - to make sure I've the radio
'peaked' for max reception/performance?...only have a VOM & O'scope
instruments.
Lastly...I'd like to 'polish up' the aged metal chassis...have used a Dremel
brush in the past...your suggestions welcome.
