[NJARC] Philco dial unknown component?

My 'restored' Philco 37-620 has exited the 'body shop'...and in now in final 
re-assembly.

I'm putting back on the dial scale components.

My parts box has this thin black stiff paper object looking like a small 
propellar blade from a fan...4 inches long...at the end of the 'blade' is a 
3/8" hole which fits over the coarse tune shaft...it has two cutouts - one 
oval 1/4 x 1/2 inch and a "U" cutout 5/8 x 1/2 inch...I can't figure out 
if/where it goes...my "pre-disassembly" photos of the dial assembly doesn't 
show it!!!

Nor does such an object appear in the dial assembly in my 116X.

Anyone have any ideas?
