The CDE Ham-3 manual ( http://www.hamanuals.com/MMans/CDEIIIS2.pdf ) ,on page
11, mentions that the meter transformer has a 23 volt secondary.
The 313 lamp is rated at 28 volts and is a T-3 1/4 base outline so it should
work.

Hello List
In the parts list for the CDE HAM III antenna rotor. The lamp in the
control box only lists the part number for the meter lamp as 51437-10.
Does any one know what the value is, or what the lamp industry number might be?
I put a 14Volt lamp in and it is quite bright, and runs quite hot.
I was wondering if that was the wrong voltage?
Thank You
