Never having operated the radio I can't say, although I have fiddled
with the knobs on it.
The leftmost knob makes a click, and is presumably the on/off and
volume. Second from the left is the band selector, which switches an
indicator from American (White) to Police (Green) to Foreign (Red).
The third knob controls the two hands, and this knob has an inner and
outer knob which do fine and coarse control of the hands. The 4th knob
does not seem to affect anything with the power off so I can't tell what
it does.
However, I don't think the hands are for a clock. When turning the knob
that controls the hands they do not move around continuosly, there is a
hard stop going clockwise and counter-clockwise just before the 12
o'clock position.
I believe the clock notation may just have been some old way of
referring to frequency locations on the dial.
There is a small circle where the 12 o'clock position is instead of the
Roman number 12, with what looks like some clear hole which maybe has a
light or some other indicator there.
