[NJARC] Questions on use of capacttance meter (Heathkit)

Hi Phil,

Just curious -- did you also try to measure the *capacitance* of those NOS caps? 
The eye should close somewhere around .2 uF. (This is on the cap test, not the 
leakge test -- assuming that this is a cap bridge and will measure capacitance).

If yours is like my Heathkit IT-11, then the eye should stay open.  
There is no mention of how long to observe the "eye".  The eye will take 
longer to open while charging larger value caps.  If the eye does not 
fully open or starts blinking at you, then it is bad.  Electrolytic 
testing is a different story.
