[NJARC] tube base repair

Don't know. That's why I asked. This is an ages old problem, and I've
never been really happy with the things I've tried. I usually revert to
the 1930's technique of wrapping a couple of turns of kite string around
the area between the base and glass, tying it tightly with a surgeon's
knot, and soaking with clear nail polish or Duco cement.
