Lowes has rubber grommets in the electrical isle.

Ok, I repaired the tuning cap and reaasembled the thing. I get the lamp to 
light with one wire, brighter with a pigtail to nowhere, and about the same 
to a real chassis ground. it needs about 7-10 watts to light it depending on 
the band.  sort of purple at low  power  then orange with more.Mine also has 
a rubber grommet around the bulb thru the chassis. The rubber is petrified 
and broken. I made a temporary one from a rubber radio foot. looking for a 
new one with a groove to go over the metal. 1/2"  chassis opening, 3/8" 
hole.
