Hi Scott.
Good luck on getting your Amateur license. You are correct. only a $14 
testing fee. you can take as many as 3 tests for the one fee as long as you 
pass the preceeding level.
There is NO Morse test for any level.
You must get a sequential call sign before applying for a vanity call. There 
is a fee (~$11.00) if it is granted.
A tech can do Morse on 80 meters, I would need to look up the allowable 
frequencies.
