Also, remember that your signal generator needs to be stable and have either
an accurate dial or use a separate freq. counter. Setting up local
oscillators generally requires setting the low end at a frequency and then
setting the top end. Once you adjust the high end you have moved the low end
off frequency. Once you get a feel for it you can preset the low end below
the alignment point and when you do the high end it pulls the low end in
towards the correct frequency. But... expect to rock back and forth a few
times to get both ends set up right.
Fortunately, in my experience it is rare to lose a tuning component in a
decent boat anchor. Take a look at the plates for the variable to see if the
outside plate is bent inwards. If the plates have splits in them then the
bends could be intentionally made to standardize the variable. Also, when
working in the 1600Kc IFs be aware that there is a Chinese language station
operating in the NY, NJ area, so if you hear Chinese your IF is good (and
your mind may be).

Hi Scott
Before you can begin to align a radio you need to be sure that the tuning
capacitor and pointer are "centered" so that the pointer reaches both
extremes of mechanical movement.
