         Edward,I can't locate info for a Philco 42-321.Are you 
  sure of the model number? Anyway,the filter caps replaced were
  most likly what was available at the time.There is wide latitude 
  in replacing filters,but put in new ones as close to the originals
  Paper coupling and bypass caps can cause low volume.If it has 
  Locktal tubes,the contact pins will have oxide form over time and
  will have to be cleaned with sandpaper.Try gently rocking the 
  tubes when the set is on to see if the volume come up.
