[NJARC] An automatic "Jesus Stick"?

Yes, that's my recollection from Pennsylvania Power and Light years 
ago.  However, hot sticks are used for opening switches etc., but a 
Jesus stick has a grounded cable or chain connected to the end and is 
used to make sure capacitors in HV apparatus like a transmitter are 
discharged before handling.  Normally a bleeder resistor drains the caps 
when the power is cut, so nothing happens.  If the bleeder is open, or 
the power is still on due to faulty a swith or door interlock, it's a 
different stoty.
