        I'd have to say you definitely  have an RF amp. The only thing 
missing is the final tube. I think I saw a tube  socket for a RF amp tube, but no 
tube in it. Could you possibly confirm this,  and if so, tell me the amount of 
pins the socket has? Possibly, we could figure  out what tube was originally in 
it.
 
Just by guessing, the tank circut looks like it may be someones'  version of 
a link coupled tank. That may explain why the tapped fixed  loading coil is on 
the outside of the PA coil. Maybe..........It has six turns  on it so my 
suspicion is it may be for 160 meters,(though four turns is the norm  for that 
band, the original builder may have had trouble loading it) and it  may have a 
low impeadance output of 50 ohms (perfect for coax). Also, what is  the range of 
the meter? My suspicions are that it's used for metering final tube  plate 
current. 
 
It looks like a definite keeper and a welcome edition to ones' "Hamshack".  
Let me know any additional information you can get from it.
