Sounds like the variable tuning capacitor is not tracking. Look for small mica screwdriver driven trimmers on base of the big variable. These are typically used to make the capacitor track at both ends.
Be careful, it's a bit tedious. Write down the initial position and all you do, so you can backtrack.
